Melbourne Air Freight Facilities UPDATE

IMPORTANT INFORMATION ABOUT MELBOURNE FACILITIES

Dear Customers,

Stockwell International has received the following notice regarding the temporary closure of facilities in Melbourne due to the stage 4 restrictions currently imposed due to Covid-19:

Qantas Freight had paused operations in our Melbourne freight terminals in response to advice from the Victorian Department of Health and Human Services.

The international terminal has been cleared by the Victorian Department of Health and has started to plan a staged introduction of staff into the facility. A small team returned on 11 Aug 2020 to clear freight already in the terminal, prioritising medical and other urgent imports.

The international terminal will be open from 06:00 to 14:00 on Wed 12 Aug 2020 for collection of cleared freight and customers will be advised by our Customer Service team if this applies to your freight.

Limited Space and Delays

Due to continued schedule omissions and certain services as a whole being taken out of the Australian Trade Lane, space on vessels will be at a shortage.

Please ensure to let us know about orders well in advance so space can be allocated in time. There is almost a 3 week waiting time to get space on vessels.

LOS ANGELES – CONGESTION

The Port of Los Angeles has been experiencing unprecedented challenges due to the Covid 19 pandemic. Labor and equipment shortages have impacted intermodal and rail networks in the region for both inbound and outbound freight.

Providing space and gate appointments is becoming increasingly difficult resulting in a bottleneck of freight awaiting departure to inland depots. Freight volumes have also surged and as a result opened. As a result, delays to cargo movement are occurring at both the pier and rail, effecting both import and export cargo movement.

CHINA – CONGESTION, DELAYS & SPACE ISSUES
Sea Freight:
Shipping lines have advised that the current space situation In China and the rest of Asia will remain throughout July and beyond. Ships are at capacity and are being overbooked with rollovers extremely high. Please be aware that congestion is at the origin ports too, not just on a vessel. Freight prices are also increasing due to the high-demand for space on vessels and will continue to increase as we come into peak season.

Currently, vessels are being fully booked 2-3 weeks out from the ETD, which is unprecedented for services between Asia and Australia. Therefore, we must stress the importance of being organised and advising Stockwells at least 3 weeks in advance of the cargo-ready date to enable our staff to plan and book services with available space.

SINGAPORE – CONGESTION

Stockwells has received notice and would like to advise all customers that Singapore still has port congestions ex SIN to AU, it was reported that about 450 containers will be transhipped. For southbound shipments coming to Australian currently within about 8-14 days.

Empty Booking Fee

Stockwell International would like to advise customers that due to the empty parks increasing their booking fees we will be charging an increased EBF for all empty container drop off and empty container pickups for Brisbane and Sydney ports effective:

  • 17th August Empty Booking Fee for Brisbane: AUD $60
  • 1st September Empty Booking Fee for Sydney: AUD $75

Unfortunately, Stockwell International has no other option but to pass these charges on.

Upcoming BMSB Season 2020-2021 Update

Stockwell International would like to remind customers that the up-coming BMSB season will run from September 1st 2020 through to 31st May 2021.

Australian Department of Agriculture and Water Resources have released the latest requirements regarding mandatory pre-shipment fumigation for imports into Australia.

The seasonal measures will apply to goods manufactured in, or shipped from, or transship via the following countries:

  • Albania
  • Andorra
  • Armenia
  • Austria
  • Azerbaijan
  • Belgium
  • Bosnia and Herzegovina
  • Bulgaria
  • Canada
  • Croatia
  • Czechia
  • France
  • Japan (heightened vessel surveillance only)
  • Georgia
  • Germany
  • Greece
  • Hungary
  • Italy
  • Kazakhstan
  • Kosovo
  • Liechtenstein
  • Luxembourg
  • Montenegro
  • Moldova
  • Netherlands
  • Portugal
  • Republic of North Macedonia
  • Romania
  • Russia
  • Serbia
  • Slovakia
  • Slovenia
  • Spain
  • Switzerland
  • Turkey
  • Ukraine
  • United States of America

Goods manufactured in, or shipped from, or transship via the following countries may be selected for an onshore inspection:

  • Belarus
  • Chile
  • Denmark
  • Ireland
  • Kazakhstan
  • Poland
  • Sweden
  • United Kingdom

Goods arriving in open-top containers or on flat rack containers will be subject to mandatory offshore treatment.

Goods arriving in sealed six hard-sided containers can be treated offshore or onshore at container level.

Acceptance of Solid Waste Commodities to China & Hong Kong

Stockwell International has revieved notice and would like to advise customers that effective 1st September 2020 (estimated vessel departure date), Hamburg Süd will no longer accept bookings to China and Hong Kong for commodities that fall under the category of solid waste

Solid Waste commodities would be defined as, but not limited to, wastepaper, scrap metal, used plastics, waste textile, and waste chemicals, unless these have undergone harmless processing and would now meet the mandatory National Product Quality Standards in China.

General Rate Increases

Please note that from 1st September 2020 all shipments with origin in China, Hong Kong, Taiwan, Korea, Japan, Bangladesh, Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam, Canada and all North America to ports and points in Australia will levy an increase of between:

FCL:

  • USD $300/TEU and
  • USD $600/FEU for both dry and refrigerated cargo
  • LCL:
  • USD $12.00 per W/M or minimum

Typhoon Higos Hong Kong

Stockwell International has received information that this morning Hong Kong was hit by its strongest typhoon this year, shutting many businesses and disrupting public transportation.

Stockwell International has also received information that ports have been disrupted and vessels delayed due to the high winds and heavy rains.
