NEWS: Landside Congestion at Port of Brisbane Sparks Concern

Landside congestion appears to be building up around Port of Brisbane, according to Shipping Australia and Container Transport Alliance Australia.
Shipping Australia warned shippers last week that the landside supply chain around Brisbane was becoming “highly concerningâ€, with depot space shortages, rail delays and a shortage of trucks.
And CTAA on Monday observed “the scourge of empty container congestion†was hampering landside container logistics operations at the port.
“We understand that there are currently generally higher volumes of both inbound and outbound containers and that these volumes are generally putting local logistics operations under pressures,†Shipping Australia said in a statement.
“There are also said to be staff shortage issues. We understand that logisticians have allocated extra resources, and some have moved to seven-day-a-week operations, however congestion and delays are said to be occurring nonetheless, delivery times continue to be pushed out, and further delays are thought to be inevitable.â€
CTAA suggested “one major empty container park provider†at Port of Brisbane is in ongoing rate negotiations with its shipping line clients, resulting in significant empty import container de-hire volumes being directed to other ECPs which are near or at operational capacity.
According to CTAA, this in turn has led to a scarcity of truck arrival slot capacity and the need for the remaining ECPs in Brisbane to closely monitor capacity, truck slotting and truck arrival behaviours against slot bookings.

Covid Shutdowns in ChinaÂ
65 million people are currently under semi-lockdown across China as a result of the countries strict zero-covid policy.Â
Shenzhen have adopted a tiered anti-virus restriction measure this week and Chengdu have announced an extension of lockdown curbs.Â
Currently 33 cities are under partial or full lockdowns.Â
Stockwell International expects delays and congestion to grow as a result of these lockdowns.Â

Notice of Possible Strike on Monday 12th September
Stockwell International have received notice of a potential 24hr strike on Monday September 12th by Dnata employees.Â
Dnata have put in place contingency plans for Melbourne, Adelaide and Perth but expect disruptions to effect Sydney and Brisbane.Â
If the strike moves forward Stockwell International will update clients of any delays or congestions that may be caused by this strike.Â

Spring has sprung and so has BMSB season in Australia and New Zealand.Â
What is BMSB?
The brown marmorated stink bug (BMSB) is a highly mobile pest which can move from host to host during spring and summer and is currently not found in Australia or New Zealand. Due to the damage BMSB causes to fruit and vegetable, the impact this pest could have on the agriculture industry is unmeasurable.Â
From September 1st until April 30, 2023 Australia and New Zealand will be implementing BMSB seasonal measures that will apply to targeted goods manufactured in or shipped from target risk countries during this period.Â
AUSTRALIA
Australia’s Department of Agriculture, Fisheries and Forestry have identified 38 countries that they deem RISK COUNTRIES and two emerging risk countries; United Kingdom and China.Â
- China – random inspections will apply to goods shipped between 1 September to 31 December (inclusive)
- United Kingdom – random inspections will apply to goods shipped between 1 December to 30 April (inclusive)
- In addition to the target high risk goods, chapters 39, 94 and 95 will be subject to random inspections for emerging risk countries only
NEW ZEALAND
New Zealand’s Ministry for Primary Industries have identified 38 countries that are deemed RISK COUNTRIES (including Japan).
Treatment of vehicles, machinery, and parts will only comply with BMSB management measures if it is carried out by an MPI-approved offshore treatment provider before arrival in New Zealand. Note that there are no MPI-approved treatment providers in Australia. Goods bound for New Zealand cannot be treated for BMSB in Australia.Â

Western Australia Terminal Congestion and Delivery Delays Update

Due to continued effects of Covid-19, industrial action, port closures our team is seeing on-going congestion and delays in Western Australia that are resulting in potential additional charges for wharf storage, empty container detention and other related costs. Â

In addition to this, limited availability of slots at wharf/ empty container parks and congestion caused by high volumes that are beyond our control.
