Please note that effective 18th May 2020, Stockwell’s fuel surcharge for Fremantle is now 13%. This applies to Fremantle only.

General Rate Increases

We wish to advise the following GRI that effective 1st June 2020 (cargo received date) a General Rate Increase (GRI) will be applied on all cargo moving from the United States and Canada, Korea, China, Taiwan, and Hong Kong to all ports and points in Australia and New Zealand as follow:

Vessel Delays

SINGAPORE

Stockwells has received notice and would like to advise all customers that Singapore still has port congestions ex SIN to AU, it was reported that about 450 containers will be transhipped. For southbound shipments coming to Australian currently within about 8-14 days.

ASIA

Please be advised that vessels have been delayed in Asia and have had inability to speed up southbound due to 14 day quarantine requirements. Further schedule updates will be provided as soon as information is available.

Australian Customs Notice

Stockwell International would like to advise customers of new concessional item and bylaw to to Schedule 4 of the Customs Tariff Act (1995).

Item 57 to Schedule 4 of the Customs Tariff Act 1995 (Customs Tariff Act) provides a Free rate of customs duty for the period of 1 February 2020 to 31 July 2020 for hygiene or medical products imported to treat, diagnose or prevent the spread of the coronavirus that causes the disease COVID-19.

Goods, as prescribed by by-law, if:
a) the goods are medical products or hygiene products; and
b) the goods are capable of use in combating the novel coronavirus that causes the disease known as COVID-19; and
c) the time for working out the rate of duty on the goods is in the period beginning on 1 February 2020 and ending at the end of 31 July 2020.

Importers seeking to use Item 57 and its respective by-law should record this by listing treatment code 757 on the import declaration for goods of a value greater than $1000 or on the self-assessed clearance declaration if goods are of a value of $1000 or less.

Indonesia-Australia Free Trade Agreement

Stockwell International would like to remind customers of the Indonesia-Australia Free Trade Agreement set to kick off on 5th July 2020.

Australia has received formal notification that Indonesia has completed its domestic ratification processes. The trade deal with Indonesia will enhance export opportunities and deliver significant benefits for Australian farmers, businesses and investors.

Deferral of Duty, GST & Import Processing Charges

Stockwell International has received notice from Freight & Trade Alliance who engaged with the Australian Border Force providing feedback that many importers are experiencing poor cash flow as a result of the current economic environment.

Now that import container volumes are starting to increase, it is likely that we will see significant congestion on our wharves and depots where cargo cannot be released without upfront payment of taxes.

To ensure that goods can keep moving across the border and support an Australian economic recovery, FTA has formally requested that importers be provided relief in the form of deferred Duty, GST and Import Processing Charges.

This would also alleviate concerns being raised by members on the potential of high storage and container detention costs as a result of delays in release from customs control.

Equipment Imbalance Surcharge

Stockwells has received notice and would like to advise that the Equipment Imbalance Fee that was to be implemented on 25th May 2020, is now CANCELLED.

Quebec Spring Thaw

Stockwells would like to advise customers that the official period will begin on 9th March 2020 and end on 16th May 2020. These dates are subject to change depending on weather conditions.

The Quebec Spring Thaw is a period during which the Quebec Canada Road Authorities limit the payload weight limits so as to protect their roads from damage.

For containers exported to or via Quebec, the following maximum cargo weight limits should be adhered to over this period:

Weight Discrepancy Fee

Stockwells has received notice and would like to advise all customers that due to a recent incident that occured in Jan-2020 on Aotea Maersk where a container stack collapsed due to a weight discrepancy. Effective 01-June-2020, declared weight will be compared and verified.

The 3 Checks performed are:

1. Discrepancy between VGM and weight in shipping instruction is +/- 5000 kgs. 2. Declared VGM exceeds allowable payload as per CSC Plate (excluding SOC) 3. Declared VGM is less than Tare Weight of the container.

Any failures to these checks will result in a Weight discrepancy fee of USD 100 per bill of lading.

Low Sulphur Recovery – Asia/Americas/Africa – Pacific

Stockwells has received notice and would like to advise all customers that based on the review of the LSFO prices for bunker will trigger the following reduction in Low Sulphur Recovery (LSR) levels from the 01st of June 2020 on our transhipment trades from Asia / Americas / Africa to the Pacific Islands.

USD 112.5 per reefer teu

Wharf Infrastructure Fee Increase

Stockwells has received notice and would like to advise all customers that from the 1st May the wharf infrastructure fee for the following:

  • Sydney: AUD $135
  • Melbourne: AUD $145
  • Brisbane: AUD $125
  • Perth:AUD $65
  • Adelaide: AUD $65

Service Blanking

Due to the reduction in market demand from South East Asia, there will be some schedule adjustments to services.

The below sailing will slide one week, effectively cancelling the voyage departing week 19. Imports to Australia: ETD Singapore 5th May 2020, will now depart 12th May 2020

Exports from Australia: ETD Brisbane 17th May 2020, will now depart 24th May 2020

Peak Season Surcharge

We wish to advise the following PSS as instructed by COSCO SHIPPING (Lines), we wish to advise the following amendment to the current PSS of USD $1000 per reefer container applicable to reefer cargoes discharging in Hong Kong, Shekou, Xiamen, Taiwan and Shanghai.

From vessels with a sailing date of 11th May, 2020 the PSS to Hong Kong will be reduced to USD $200 per container. The PSS for vessels discharging in Shekou, Shanghai, Xiamen and Taiwan will be reduced to zero.

Handling Charge Increase

Stockwells has received notice wishes to advise customers that the Australia Terminal Handling Charges for shipments between Asia ports and Australia have increased. These increases will apply to all dry and reefer cargo for export loading from the 1st May 2020 and for imports discharging the 1st May 2020.

Inland Haulage Imports Surcharge South Korea

Stockwells has received notice of the introduction of legislation ( Safe Rate initiative ) in South Korea focused on improvement of truck drivers safety and minimum standard income. Effective May 6th, 2020 we wish to advise inland haulage costs when performed by road in South Korea will be adjusted as follows (amounts in USD):

BUC FAF BAF Surcharge

Shipping line Hamburg Sud has announced an increase on BUC/FAF/BAF tariff for Dry & RF CARGO on Oceania trade between USD 400-800 across all import/export trade effective from 1st May, 2020.

Southbound Quarterly Bunker Recovery Charge

Stockwells has received notice of SOUTHBOUND QUARTERLY BUNKER RECOVERY CHARGE. Please see following fee increases:

Effective 1st April 2020 and valid to 30th June 2020, the BRQ for cargo to Australia and New Zealand from Europe will be applied at the below levels.

New Export Controls

Common indicators of the export of goods that support preventing the spread of COVID-19

On 30 March 2020, the Customs (Prohibited Exports) Regulations 1958 were amended to temporarily prohibit the non-commercial export of certain goods that contribute to controlling and preventing the spread of the COVID-19 virus (some exemptions apply).

These are some indicators of suspicious behaviour, activities or goods to look out for and report to Border Watch. A combination of one or more of these indicators may be of interest.

  • Are any quantities of the following goods being exported?
    • Disposable face masks, gloves and gowns
    • Protective eyewear in the form of goggles, glasses or visors
    • Alcohol wipes and hand sanitiser
  • Is the nature of the consignee or consignor’s business inconsistent with the goods described?
  • Has the client changed their usual export of goods to include those listed above?
  • Have you noticed numerous purchases of the above goods by the same people in a short time frame? Have you seen advertising for employment for purchasing teams?
  • Have you observed large stocks of goods at a residential address or unmarked warehouse, with a number of vehicles (including rideshare or courier vehicles) loading or unloading goods?
  • Does the goods description indicate that COVID-19 testing kits are included in the consignment?
  • Is the goods description sufficiently detailed to determine the nature of the goods?
  • Is the client anxious, nervous or evasive?
  • Is the client reluctant to provide all the information or documentation you require?
  • Is the client a first time client?
    Is the value of the goods consistent with the goods description?
