Temporary duty reduction for goods from Ukraine
Stockwell International has received information regarding trade between the Ukraine and Australia.

The Australian Border Force (ABF) Australian Customs Notice (ACN) 2022-32 noted that commencing on 4 July 2022 and for a 12 month period, goods that are the produce or manufacture of Ukraine, will have a ‘Free’ rate of duty.

NEWS: German dockers begin two-day strike adding to congestion woesDockers walked out of German ports at six o’clock this morning at the start of a 48-hour strike that will paralyse the import and export trade of Europe’s largest economy.Last minute talks between the employers, the Central Association of German Seaport Companies (ZDS) and the trade union ver.di, representing 12,000 port workers, were suspended yesterday evening with no agreement in sight.The third ‘warning strike’ is the longest so far and will further aggravate port congestion at Hamburg’s container terminals where yard density already stands at an unproductive level of 90%.Moreover, ships idled in the German bight are stacking up with berthing delays, even before the stoppage, extending to up to 14 days.

NEWS: Congestion hits rail flows from Canada’s ports as boxes begin to pile up

Rail flows from ports to the Canadian metropolises of Toronto and Montreal are stuck in low gear, with no end of the congestion in sight.

Boxes have piled up at the ports of Vancouver and Prince Rupert, as it takes longer to move them off the docks to urban centres in the east. On 12 July, three out of four container facilities at the port of Vancouver (Centerm, Deltaport and Fraser Valley Docks) showed box dwell times in excess of seven days.

For the rail carriers, the port’s website indicated dwell times of more than seven days at three of the four facilities served by Canadian National (CN) and one of the three Canadian Pacific (CP) sites.

This is the result of problems in the interior, notably clogged up rail facilities in the Toronto area and Montreal.

“What we are seeing, and have been for many weeks, is the congestion being caused, this time, by the rail system,” observed David Britnell, president of North American Freight Group. Owing to congestion at the rail yards, “it is taking weeks from Vancouver or Prince Rupert for the rail to move the containers from port,” he explained.

He added that flows from Canada’s east coast ports have also been affected, but to a lesser extent than those from the Pacific gateways.

According to a recent customer advisory from Maersk, container dwell times at its Toronto yards have been 12 days for CN and 13 for CP.

The rail carriers and others have attributed the problem largely to insufficient drayage capacity in Toronto. CN told truckers and clients in May that the average number of trucks at its ramps in Ontario was down 18.5% from a year ago.

Western Australia Terminal Congestion and Delivery Delays Update

Due to continued effects of Covid-19, industrial action, port closures our team is seeing on-going congestion and delays in Western Australia that are resulting in potential additional charges for wharf storage, empty container detention and other related costs.  

In addition to this, limited availability of slots at wharf/ empty container parks and congestion caused by high volumes that are beyond our control.

Fuel Surcharge 

Stockwell International would like to inform you of the updated fuel surcharge for the month of July.  

Effective July 1st 2022 

For the East Coast of Australia, the fuel surcharge will be at 22%. 

Effective June 1st 2022 

South Australia, our fuel surcharge will now be 32% for metro transport in Adelaide.

Western Australia, our fuel surcharge will be 30% for metro transport in Perth and Fremantle.
