PSW Container Excess Dwell Fee – Postponement Notice & Update

Stockwell International has received information regarding a Container Excess Dwelling fee.

The Port Authority of Los Angeles and Long Beach has announced a further delay of the introduction of the “container excess dwell fee“ until February 11, 2022. The Port Authority initially announced that the fee would commence on November 15th. At the time, the Port Authority stipulated that the fee would only be introduced if no material progress was being made in the clearing of long dwelling cargo at the various port terminals.

Fortunately, continued improvements have resulted in the weekly postponement of the fee. Thank you for your continued support in prioritizing the pickup of ageing cargo in the Los Angeles and Long Beach area as we work to decongest the marine terminals.

Schedule B and Harmonized Tariff Schedule (HTS) Updated in the Automated Export System (AES

Stockwell International Inc have just received information regarding the Schedule B and Harmonized Tariff Schedule (HTS) Updated in the Automated Export System (AES).

Effective February 10, 2022, all HS 2022 updates to the Schedule B and Harmonized Tariff Schedule (HTS) will be available for use in AES.

AES will accept shipments with outdated codes during a grace period for 30 days beyond the expiration date of February 10, 2022. Reporting an outdated code after the 30-day grace period will result in a fatal error.

The ACE AESDirect program will be updated with these new Schedule B and HTS codes and will accept shipments with outdated codes during the grace period.

The full 2022 Schedule B and HTS tables are available for download at:
