LCL Export Service to Canada – Update 

Similar to many countries around the world experiencing back log and congestion in their local ports and associated infrastructure, the Canadian Ports are facing unprecedented volumes, congestion and delays. This volume and congestion has pushed the Canadian infrastructure well beyond what it is capable of handling efficiently on a daily basis – whether availability of appointments for picking up containers in a timely manned at the CFS warehouses across the country or the necessary trailer equipment needed to load cargo from Vancouver CFS to further inland destinations. 

With the supply chain being as congested as it is – delays and subsequent costs are mounting on a daily basis and it appears that with forecasts through what has traditionally been Peak Season, that this will continue into the foreseeable future. 

Stockwell International has been advised by LCL co-loaders that they have been asked to minimize as much as possible the loading of consolidated cargo to Vancouver, and therefore several co-loaders have made the difficult decision to load only cargo with final destination Vancouver in our direct FAK. Cargo destined for inland destinations in Canada will be routed via our Singapore network. 

Stockwells has been advised revised rates may come as a result, which we will advise when information become available. 

Direct services via Vancouver for Inland destinations will be available again as soon as the situation improves.

Important Customs Update – Potential for Extreme Delays 

The Department of Agriculture Water and the Environment (Quarantine) have recently reviewed how they assess clearances. Our Industry has endured years of Quarantine’s failure to meet commercial expectations. Quarantine recently admitted to Industry they regularly fail to meet their own (lowball) service standards.

Quarantine has recently implemented a new two-tiered system for the processing of import clearances documents. The new system determines that shipment documents lodged with the department two calendar days or less before ETA be defined as “late”. Those that are lodged “late” will now take Quarantine a minimum of four working days to assess and process.Those that are lodged more than two days from ETA will take the priority processing lane.

In reality, from most loading ports, we have enough time to lodge documents with Quarantine promptly. The general delay is often an incomplete set of documents where suppliers retain or do not send critical documents like fumigation certificates, packing declarations, Manufacturers Declarations (and FTA certificate of origins) until requested. 

Please make part of your default order on your suppliers that they provide a complete set of shipping documents by email to you and cc [email protected]  within five days of shipment.

As an example, documents to include:

  • Commercial invoices
  • Packing list
  • Bill of Lading
  • Packing declaration
  • Fumigation certificate / Veterinary certificate (if applicable)
  • Manufacture’s declaration (if applicable)

Undeclared/ Mis Declared Hazardous Cargo

Over the last few years, there has been an increased number of maritime incidents reported which has subsequently lead to Carriers having to introduce severe penalties for Undeclared and Mis Declared Hazardous Cargo.  These penalties can range from US $15,000 to US $45,000 per container. 

For Export from Australia all Hazardous goods paperwork must be lodged with Stockwell International on or before the scheduled Hazardous Paperwork closing date, The paperwork lodged MUST also accompany the goods when they are lodged at our CFS no earlier than 24 hours prior to our advertised LCL Cut Off Date. Hazardous cargo will not be accepted at our CFS if not accompanied by a MO41, any cargo arriving without the required paperwork will be refused unloading.

Your MO41 must comply with the IMDG requirements and meet the minimum Documentary requirements under the code.

Some carriers will require more information and our team will reach out to you should more information be requested by the carrier.

Your cargo must be labelled in accordance with the IMDG requirements, any penalties or additional costs incurred for incorrect labelling will be for the Booking Parties account.In the event of Undeclared/Mis declared Hazardous Cargo, Stockwell International will hold the Booking Party liable and responsible for all costs and consequences related to violations, fines, damages, incidents, claims, and corrective measures resulting from cases of undeclared or mis declared cargo.

Disruption leaves industry re-evaluating new year shipping and logistics options

As members of the Freight & Trade Alliance (FTA) would be well aware, there has been significant international trade media citing the threat of Maersk / Hamburg Sรผd restricting (potentially ceasing) capacity availability to freight forwarders รขโ‚ฌโ€œ Maersk expands contract options amid rumours it intends to shun forwarders

While we have learnt not to believe everything we read, Freight & Trade Alliance (FTA) has received alarming correspondence from several members over the last week suggesting this maybe more than a headline grabber and that the Maersk Group executive in Copenhagen have directed their Hamburg Sรผd brand to cease contractual dealings with freight forwarders globally from 1 January 2022.

The concerns have clearly spread across the ditch with the NZ Herald article NZ freight forwarders dismayed by new Maersk shipping restriction quoting the Customs Brokers and Freight Forwarders Federation of New Zealand president’s understanding that Maersk is only going to offer contracts to the top 200 clients worldwide – essentially those beneficial cargo owners (importers and exporters) sending more than 100 containers a week.  “If you don’t fall into that category then you won’t get a contract and you’ll have to go on what they call the spot market, which is spot prices. You can’t run a logistics business that way when clients want predictable pricing.”

In an attempt to clear any confusion and mis-representation, FTA spoke to the Managing Director of Hamburg Sรผd Australia on Friday 3 December 2021 and again on Monday 6 December 2021 sharing member concerns in terms of the above. Assurances were provided that formal details would be shared for further dissemination – despite our daily requests for the advice to ensure accuracy of messaging, no further detail has been provided.

Low Sulphur Recovery – Asia/ Latin America/ Europe/ Africa to South Pacific Islands 

Stockwell International have received information regarding the review of the LSFO prices for bunker. This review will trigger the following Low Sulphur Recovery (LSR) levels from SOB 1st January  2022  for the duration of Q1 until 31st March 2022 on transhipment trades from Asia/Americas/Europe/Africa to the Pacific Islands.
